An Act to amend the Federal Roads Maintenance Agency Act to establish a Federal Roads Maintenance Trust Fund. The Trust Fund shall be financed by an earmarked portion of 50 percent of the proceeds of fuel excise duty collected at the federal level, paid into a dedicated account at the Central Bank of Nigeria not later than 30 days after collection. Expenditure from the Fund shall be restricted to routine maintenance — patching, drainage, line-marking, vegetation control — and shall not be used for new construction.
The Agency shall publish quarterly expenditure reports broken down by road corridor and contractor.
