An Act to establish a National Children's Mental Health Programme to be implemented jointly by the Federal Ministries of Health and Education. The Programme shall fund the training and deployment of at least one qualified counsellor for every public school with an enrolment of 500 or more, and a curriculum on emotional regulation, help-seeking, and recognising distress in peers, delivered as part of civic education from Primary 4 to Senior Secondary 3. Bursaries shall be provided for Nigerians training as school counsellors at recognised institutions, in exchange for a five-year service commitment to the public school system.
Funding flows through the Universal Basic Education Commission with state-level matching contributions.
