An Act to establish a National Minimum Wage Adjustment Commission as an independent body charged with reviewing the national minimum wage every 24 months. The Commission shall be composed of representatives of organised labour, employers' associations, the Ministry of Labour and Employment, the National Bureau of Statistics, and civil society. Its review shall consider headline inflation, the cost of a defined basket of basic goods, and labour productivity.
Recommendations of the Commission shall be transmitted to the President for forwarding to the National Assembly as an amendment to the National Minimum Wage Act. Public consultation shall precede every review cycle, and the Commission's deliberations and final report shall be public documents. The first review under this Act shall be completed within twelve months of commencement.
