An Act to require every federal Ministry, Department and Agency to publish on a designated open data portal, within 14 days of contract award, the full text and structured metadata of every procurement contract with a value of N5,000,000 or above. Required fields include contract number, vendor, ultimate beneficial owners of the vendor, award amount, duration, scope of work, and the procurement method used. Data shall be published in CSV and JSON formats under an open licence permitting commercial reuse.
Refusal or persistent failure to publish shall constitute misconduct under the Public Procurement Act 2007 and may attract personal sanctions on the responsible officer.
