An Act to establish a Federal Climate Change Adaptation Fund for the purpose of financing infrastructure and livelihood interventions in states facing accelerated desertification, flooding, or coastal erosion. 5 percent of all federally collected revenues from solid minerals, hydrocarbons, and carbon credits. Disbursements shall be made to qualifying states through verified state-level Climate Adaptation Plans approved by the Federal Ministry of Environment.
