A Law to establish a Pedestrian Safety Fund within the Lagos State Ministry of Transportation. 5 percent of all motor vehicle administration fees collected by the State, plus appropriations from the State Assembly. The Fund's purpose is exclusively pedestrian safety: zebra crossings, footbridges, raised intersections, traffic-calming installations, and pedestrian-priority signal phasing.

Every reconstruction of an arterial road financed in whole or in part by the State shall include pedestrian crossings at intervals not exceeding 500 metres, and a pedestrian impact assessment shall be a condition of approval for any such project.
